According to E. Kant, the power of judgment rests on a potential agreement with others. The cultural center is the place that must allow all to acquire and practice the power of judgment. In a fragmented society, artistic production allows identification schemes; it necessitates spaces of legitimization that resemble it. The center is a condenser, a miniature of the city, its theater. It stages in a common space the diversity of the local culture and the richness of its sources. The site accommodates three scales: the old center, the metropolitan city, and the larger territory (represented by three elements, the lower square, the ring road, and the mountain.) The proposed organization doubles the ground by installing two major links, one podium anchored in the “old” city, and a roof podium extending the level of the “modern” city. The podium constitutes a large interior piazza carved out of the elevated mass of the theatre. The roof, a major reference level, is a replication of the lower lobby. The stage tower is amplified; it generates the activities of the center around a large public cafeteria that can always be accessed. Between these spaces the protected volumes of the theatre, exhibition hall, and media center are articulated along a play of walkways and lobbies, transparent and open onto the spectacle of the city.
